Russ Cargill is a limited-time premium character that was released on April 7, 2017, as part of Act 2 the Secret Agents 2017 Event.

He returned on January 3, 2018 during The Buck Stops Here 2018 Event. He was a possible prize in the Shadow Government Mystery Box. And again, this character returned on on May 9, 2018 during the Who Shot Mr. Burns (Part Three) 2018 Event.

He returned on February 27, 2019 during the State of Despair 2019 Event as a possible prize in the Ballot Box Mystery Box.
