Cookie Kwan is a character released on July 22, 2015, along with the Springfield Heights Expansion update. She is the main character for this expansion, like the Sea Captain and Krusty for the Squidport Expansion and the Krustyland Expansion. She is unlocked upon completion of the Red Blazer Realty.

Cookie Kwan is a Real Estate Agent, famed for being "#1 on the West Side." While outwardly friendly, she is ferociously territorial and will not hesitate to use intimidation on anyone she feels might be encroaching on her turf. For example, Gil is very frightened of her and despite being desperate to make any sale or follow any lead, he stays very far from Cookie's coveted West Side and is too terrified to even talk about the area lest he incur her wrath.

- She appeared as the Level 34 level-up message, nearly two years before being controllable.
- This is similar to Lindsey Naegle, who appeared in the Level 38 level-up message, nearly two years before being playable. Both Cookie and Lindsey were also released with Springfield Heights.
- She used to be the only character, including costumes, who didn't have a "job done" animation. This was corrected with the takedown of the Winter 2015 Event.
