Reinstalling won't necessarily help.
What you need to do is play in shorter bursts, and with as little else running as possible (like right after restarting your device)..
Basically, the game is glitching out... And that can be caused by running low on memory or apps intruding on each other in this case.
I'm just guessing but you might be near the 4,500 item suggested limit. Have you gotten a message saying that you now have 4,500 (I think that's the number) items and your game may not run properly with more items (something to that effect)? I hit this number and message a while back and I've noticed quite a few grapics glitches happening. Basically the textures for some items are showing up on different items. I've had entire fence lines turn into some other items, momentarily, some even rotating. I had houses that where one color turn into a different looking item completely. Or, even had houses with the texture (look) of a completelyl different item (not a building). As you move around the map it will usually change back though. As stated I'm sure it does have to do with the amount of memory running low and perhaps computing power of the device beying used and the total number of items on the screen. I would imagine it would effect devices with less power and less memory first. I don't think there is a way around it other than to perhaps lower the number of total items on the screen if you've reached that suggested limit.
While it could be one case, it's not the only reason.
I've had the glitch occur on my old iPad (before I lost it) quite often... but not on my new iPad. And I have even more items in my town now.
I'm sure there are any number of reasons. Does your new ipad have a better processor (I'm assuming). It could still be the same issue but if you are playing on a device that has more computing power, better grapics processing, more internal memory then it might not happen or happen as much because the the new device can handle more objects on the screen at the same time.
I'm still experiencing it in on my Kindle Fire but it comes and goes. I think I'm hovering right around the 4,500 mark as far as items go with deleting/adding rearranging items all the time. Playing for shorter amounts of time and having less programs and things running can all be part of the same issue. It probalby comes down to the device lacking resources all of which get reallocated each time you restart, close down unused programs, etc. But a faster device with more power, memory will probably act differently than one with lower power/memory, etc. It willl probably have the problem less frequenctly or possibly not at all or not until you reach a higher threshold of items on the screen at one time.
